Halt the Harm Network: Fighting the Harms of Oil & Gas Development
A people-powered network confronting the harms of oil and gas development
A Movement Fueled by Connection
For many, the fight against oil and gas development begins as an urgent, deeply personal battle – one that feels overwhelming and isolating in the face of a well-funded industry with deep political influence, decades of greenwashing, and an army of lobbyists shaping policy in its favor. Taking on a force this powerful requires coordination, shared resources, and a connected movement. That’s why the Halt the Harm Network (HHN) was created: to equip grassroots leaders and organizations with the tools, connections, and strategic support they need to strengthen their efforts and increase their impact.
Launched by Netcentric Campaigns in 2016, HHN was designed to address a critical gap: the lack of a cohesive, strategic network for those challenging the oil and gas industry’s harmful practices. Advocates across the country were working tirelessly – but too often, they were doing so in silos, without access to the expertise, resources, or coordinated support needed to win major victories.
Today, HHN is a thriving, collaborative network of more than 5,000 leaders, organizers, and allies from over 540 organizations. Through shared strategies, real-time collaboration, and cutting-edge advocacy tools, HHN helps communities fight back – whether it’s pushing for stronger regulations, blocking dangerous projects, or holding the industry accountable for its environmental and public health impacts.
How HHN Drives Change
The oil and gas industry wields immense financial and political power, making it difficult for any single organization to take them on alone. That’s why the Halt the Harm Network focuses on strengthening and connecting the many different voices working toward the same goal – holding the industry accountable and protecting communities. By providing access to tools, expertise, and a network of allies who share knowledge and resources, HHN strengthens the entire movement, ensuring that local efforts are more effective and collectively push back against industry influence.
-
Connecting Advocates: HHN bridges the gap between activists, legal experts, and policy advocates, making knowledge and resources accessible to those who need them most.
-
Providing Essential Tools: The network equips grassroots leaders with campaign accelerators, digital organizing platforms, and strategic guidance to maximize their effectiveness.
-
Shifting the Balance of Power: Using a “thousand cuts” approach, HHN strengthens advocacy across many fronts at once – supporting numerous, locally-led efforts that collectively increase pressure on the oil and gas industry.
Why This Work Matters
The oil and gas industry is one of the most powerful and well-funded forces in the world. Fighting its influence requires more than just passion – it requires coordination, expertise, and a strong, connected network of advocates working together.
With the Halt the Harm Network, that power is growing every day. More communities are pushing back. More victories are being won. And more people – just like you – are joining the fight.

Networked Pressure Delivers Results in Colorado
Last month, we shared the powerful communications strategy behind a new report exposing widespread noncompliance with Colorado’s fracking chemical disclosure law – and how Halt the Harm’s networked outreach helped push it into the spotlight. As a follow-up: it worked.
In the weeks after the report’s release, state officials received more than 600 new well disclosures, nearly doubling the total submitted in the previous 17 months. Over 90% of operators are now disclosing fracking chemicals (Source: Fractracker Alliance) – a dramatic shift driven by public pressure and coordination across the network.
This underscores what we know to be true: when the network becomes a choir, the results are amplified.
Coordinated Colorado Campaign Sparks Multi-State Organizing
This May, Halt the Harm Network activated its members around a new report exposing dangerous gaps in fracking chemical disclosure in Colorado. The campaign, supported by Netcentric Campaigns, included pre-release strategy calls, a 240-person embargoed media briefing, and a post-launch organizing session with over 140 participants.
Advocates across three states shared toolkits, aligned messaging, and coordinated timing to amplify the findings and demand action. The result was a high-impact moment powered by preparation, trust, and distributed network strategy.
7 Years of Halt the Harm Network: A Milestone for Grassroots Advocacy
Halt the Harm Network is celebrating seven years of empowering grassroots advocates in the fight against oil and gas development. Since its founding in 2016, HHN has grown into a thriving network of over 5,000 members and 25,000 supporters around the country, providing essential tools, strategies, and connections to those on the front lines. This milestone is a testament to the power of collective action—proving that when advocates unite, they can push back against industry influence, win policy victories, and protect communities.
Mapping the Alliance
Halt the Harm is actively growing its Alliance Map, a dynamic visualization of the organizations and institutions connected through the network. Beyond serving as a directory, the map helps visualize the relationships, leadership clusters, and shared goals that make coordinated environmental health advocacy possible.
More importantly, the map underscores the value of networked action itself. It reveals where connections already exist, where gaps remain, and how leaders across the country can align more intentionally. For those building and sustaining movements, mapping isn’t just a tactic—it’s an organizing principle.
Reinforcing Network Fundamentals
Halt the Harm Network is launching Strategy Sundays—a new series spotlighting the core tools and principles behind strong advocacy networks. This initiative responds to member feedback requesting a return to foundational strategies that drive impact. As the network grows, these sessions help both new and longtime members align and strengthen their work. Held outside the busy work week, Strategy Sundays offer space to reconnect, collaborate, and build accountability. Join us to reinforce the shared strategies that power coordinated, high-impact advocacy across the network.
The 10th Annual Sentinel Awards & Upcoming User Survey
The 10th Annual Sentinel Awards in December was a powerful reminder of why Netcentric Campaigns continues to support this event. More than just a recognition ceremony, the awards foster connections, build trust, and strengthen collaboration, reinforcing the movement’s ability to tackle environmental challenges. Looking ahead, HHN is launching a user survey to better understand the needs of environmental advocates. Insights from this will shape future initiatives, ensuring the network continues to provide valuable support. Stay tuned for key findings in the next update!
